I think I just solved my own problem. Running SYSGEN and Autoconfigure
followed by AUTOGEN seems to have made VMS 'remember'! That's good news.
I did, but it was not what I thought. Turns out that setting STARTUP_P1
"MIN" appears to be the culprit that makes VMS 'forget'. Using
"" instead
seems to restore its memory.
