It's a 28-bit LBA limit which is definitely present in Win98 (though I
think the OS can use larger drives, SCANDISK and DEFRAG don't understand
larger LBAs). It often also plagues the BIOS, which means at the very
least you should have a boot partition less than 128 GB.
