Why do you think the screws and hinges are cheap?
You can not judge the quality of military hardware just by viewing
some jpgs - much of the cheap looking stuff is actually incredibly
durable.
This certainly looks like a mil-spec machine to me.

The cheap flat head screws and hardware store hinges on the back cover make
this look like it was never actually a military item. Same with the screws
holding down the top. Maybe a mockup for a trade show or to try and sell it
to the military ? It looks cobbled together out of random army surplus parts
and a old Toshiba 286 laptop.
