The algorithm is spelled out in the datasheet at that URL I posted early
today. It's not rocket science.

I believe the main difference between the 2708 and 8708 is that
the 8708 could handle negative levels on the data bus so it
could be connected directly to the 8080's data bus.

Someone may have already called you on this one but in case they haven't
the
8080 and 8708 both use TTL inputs and outputs. Even the 8008 was TTL. The
4004 used negative voltages to indicate a logic 1. I'm not sure about the
4040.
