I quite like this idea. It's a good compromise between leaving things
as they are, and outright blocking non-subscribers. Apart from pushing
the filtering decision out to the end user, it also will allow us to get
a better idea of how many non-subscriber submissions the list receives.
Um, this idea sucks. What if I don't use a mailer that supports
filtering?
Look, the discussion over this issue is stupid. Why the HELL do we have

regarding list maintenance, we could get this issue solved once and for
all.
