Well, one of the solutions before plated vias was copper eyelets connecting
each side. Other than being labor-intensive, I don't know why these still
wouldn't work (assuming you could still obtain them.
They're still out there, I saw this subject come up in lists where people were
DIY'ing boards, wanted double-sided but didn't want to get into the whole
hassle of trying to get the holes plated through or similar. Not easy to
find, though.
