The more I put the pieces together, the more it looks like the drive
double-steps when single pulses arrive either in isolation or with a time
interval >> than the specific step rate in between them. That explains
why it hits the limit after 40 tracks while formatting (since we have the
latency of the track write in between) and why a single step in or out in
the alignment mode throws me about 2 tracks either way.
When seeking from, e.g. track 10 to track 30 in alignment mode, the pulses
arrive at 6ms intervals and it consistently ends up in the correct place.
Question remains: Why is it doing this? Are both drives defective?
