In mailing lists, the best bet seems to be to include the FAQ in the
response to the Subscribe request. It would be even better if it
were easy to require that the subscriber afirm that the FAQ had been
read in return mail before the subscription actually started. But
there is _still_ no way to guarantee that the FAQ was actually read,
any more than we know that a politician swearing an oath to "preserve
and protect the constitution of the United States" ever read that
particular document. In the latter case of course all of the evidence
is negative.
