No. OS X does, but OS X is ... Unix.
For older OSs you can get MPW (the Macintosh Programmer's Workshop)
which contains a shell, various utilities, and compilers. There are
extra utilities and compilers (not written by Apple) but nothing like
the amount of non-MPW Mac software. MPW used to cost money until
Apple made it free.
