UART, I think. I know I've run into that number
somewhere before.
If the 14411 is a baud rate generator, then this must be a uart,
especially as now that I look at the traces, the puzzling 8-pack
switches 1-5 go right to it.
FWIW, The rest of the label is "GIMT 7816U". No logo.
