I think that since I can see no visible signs of damage to the board and
providing that one of the caps isn't shorted, there is a dead track inside
the board. If that's the case it falls squarely into the category of
"BER".

decoupling capacitors too.
Not that I can see. Then again, what I think is tantalum could be a
non-disc shaped ceramic. They're mustard yellow about 1/8" long with
axial leads.
