It is possible to run Windows 7's XP Mode under Windows 8.x -- I've done it.

This *might* work on Win10.
I have also successfully run the XP Mode VM using VirtualBox under
Ubuntu; I described how to here:

However, this requires either a licence key or stripping the
copy-protection out of Windows.
