I'm sure you can find a canned ready-to-go disk image somewhere ...
but the stuff I cobbled together back when I was getting ITS running
on a real KS10 + RM80 (~20 years ago) is here:

There's enough there to make a bootable disk and then use that to slurp
in the rest of the OS from tape (i.e. .TAP files -- and there's a utility
to make the tapes / .TAP files from a bunch of loose files).
