I wouldn't apply mains to any transformer I'd not meggered. Heck, I
wouldn't apply mains to _anything_ I'd not meggered, and this applies to
brand new consumer electrics/electronics too.
Second-hand meggers are not hard to find in the UK, and are not that
expensive (I paid \pounds 25.00 for an insulation tester, not Megger
brand, but well built, and with selectable test voltages, etc).
