IBM Technical Reports Archives online?

Does anyone know of a server somewhere online where IBM keeps all it's archived Technical Reports? I've spent considerable time navigating through IBM's site but have not been able to turn anything up older than a few months. Specifically, I am looking for the following Technical Report (numbered RC16672): S. R. White, S. H. Weingart, W. C. Arnold and E. R. Palmer.
