If your main goal is brushing up you VMS skills have you considered running
VMS under an emulator on your PC? There's a howto on installing/running VMS
under SIMH at:

Also, I'm not familiar with the details but I think it's possible to install
VMS under SIMH and set it up to act as a boot server where you could use it
to boot your VAXStation over the network.
