What chassis? BA23? BA123? Something else?
In particular - and this is based on fuzzy memory; I'm sure one of the
people who really knows this stuff will correct me if I'm wrong -
having devices (like Ethernet) that do interrupts after an empty half
won't work unless it's a C/D slot, and I think some but not all of the
possible chasses (chassises?) have C/D on slot 4.
I'm not sure whether that's responsible for what you're seeing; I'm not
sure whether the VCB02 uses interrupts. But it seems possible
(keyboard input and vertical retraces strike me as the most plausible
possible reasons for interrupts).
