   Dir [-]FOO??.A?M  A ? is a single character wild card
and the "[-]" says
search the directory level above the current one. 
 Sorry, Allison, the single character wildcard in VMS is %. 
Try ?, it works.  I think however it's not supported in DCL scripts.
