...so what tools do you find adequate/appropriate for scanning manuals,
"cleaning" them up, and converting to Adobe .pdf format... and on what
platform(s)..

I work in digital imaging for part of my living, and

600dpi@1bpp is insane. 300dpi is usually fine, if there is a prob
increase the
image depth.
