You can bypass the key electronically. Find out if it's
normally-open or normally-closed, and either remove a wire or bridge
across the two terminals.
As far as setup mode...not sure; none of mine have one that I'm
aware of, but I don't have a 3471.
I don't think any 3270 other than ones that are more 3270 emulators
have any setup mode that I can recall. All the smarts for options is in
the controller and the protocol, upstream. One of the design goals with
the 3270 was to concentrate the smarts in the control unit and put as
close to just a keyboard and monitor on the desk of the user.
Unless you use someones box that is closer to a PC running a 3270
protocol converter, the options on the 3270 side are limited. I think
you'd have options on a third party box that might fake feature or
behavior in the protocol, but the real iron just does what it does, and
you change any options in the 3174. The key just blocks the keyboard
from working if I recall right.
Recall that the key would potentially go to the user, so blocking the
setup mode from the user with the key would be a bit pointless as well.
