the country blocks ICMP.

simple network
that will result in IP fragments of TCP?
Set up a network going through a SLIP link with a small MTU. That's the
easiest way to test such things that I've ever found. We used to use
this kind of configuration to verify VPN implementations across limited
MTUs.
