See how much a print shop would charge to reduce it to

shouldn't be more than 1-2p a sheet.
Leaving aside the fact that it is probably already scanned,
all the 11x17 photocopiers I've seen lately are actually
printer/scanner combos. So if it can copy 11x17", it can almost
certainly scan 11x17" and produce either TIFF or PDF.
