This means, of course, that either there are some 'sneaky fast pulses' on
one of the input lines or that Q on the 7474, which is connected to pin 2
(not halt) of the 6800 is grounded. I've checked and it's not physically
grounded.
I don't remember the original post but; try pulling the chip and
bending the Q pin so it doesn't go in the socket. That should give you
a (floating) high.
