STOP A was what I needed thanks. It tried to boot from the CD but errored
out with
SILO Version 1.4.13

The problem is that boot CD you have is Linux and only for 64-bit Sun
systems. Your Sparc 20 is 32-bit.
Your best bet is to download the OpenBSD/sparc CD and use that to mount the
existing root partition (/dev/sd0a or /dev/sd3a) and edit out the password
in /mnt/etc/shadow

I'd use this ISO:

The OpenBSD installer will usually ask "[I]nstall [U]pgrade [S]hell" after
you "boot cdrom" ... just go to "shell" and you should be able to fsck
and
mount the hard drive.
