Most errors in the scan are, unfortunately, in the original
(double-strikes, comb holes punched over text, etc)
Looks like a language for Automated Test Equipment system control, which of course would
fit with HP and the 21xx machines.
ATE and UUT (Unit Under Test) acronyms, etc. in the text.
