This may be rhetorical, but why did they use that
PVA material in the
first place, given that the solution provided in the video just
places
the lens over the CRT glass with nothing but air in between?

It may have been to keep the loss of light to a minimum.
The index of refraction of the PVA may be close to that
of the glass used. This would reduce the number of effective
air glass interfaces. This also improves contrast as there are
less surfaces the reflex room lights.
