Not necessarily. The domain may be registered under the ISP, or under the
end user. In addition, as domains move around often the contact information
in the whois database isn't accurate any more.
Usually the best route is an email to webmaster(a)xxx.xxx or
postmaster(a)xxx.xxx or www(a)xxx.xxx

Once there, click on the "whois database" link.
From there, enter the domain and it will tell you
the owner info.
