Searching on Google Books for VALTREP turns up a few plausible-sounding
1970s references to it as a programming language for that sort of
application:
"An error checking and testing system for the VALTREP optical scanning
software package"
"Service options I and II assume that the evaluation team has an expert
who can write the special programs (VALTREP) which tell the electronic
data what to do. If the service request is a routine one, the expert
writes or modifies a general program."
