I suspect that's really the main point (except that archive provider doesn't
always equal the bandwidth provider, as with
classiccmp.org :-)
What probably gets to a lot of people are those who mirror content and then
try to pass it off as their own (as in: "hey, look at what I have - aren't I
cool?", even though it took them 30 seconds of effort to do the "work").
People wishing to mirror (or at least snapshot) a site for the sake of
preservation probably have a good case - after all multiple distributed copies
of anything important *is* a good thing. But they should *always* ask first
rather than just assuming it's OK to do so, as you've said. (Which, to be
fair, I think Hex Star did)
