You could drill a small hole on the back ( where the tip size is )
and use inkjet ink. Use a small screw to plug the hole.
I use this idea for my kids drawing pens because he leaves
to caps off. I use water until they fade and mix inkjet ink
when they start to fade.

I have a few plotters here and a bunch of pens. My pens are probable dried
up too, but I recall a friend of mine telling me a long time ago here was
something you could inject into the pen that made them useable.
Unfortunately, I don't remember what is was.
