has anyone tried to write a paper tape emulator in

GW-BASIC, but I suspect that the implementation of the language is too slow
to reliably drive the serial port - it doesn't always pick up the paper

Well, I haven't ever actually played with a paper tape reader (or
writer), but I guess it cannot be that hard to write an emulator for it.
Are there specs available? If I ever find some time, I'd volunteer to
write one in C for POSIX systems.
