They are
mutually exclusive...either you're measuring the peak value
or the RMS value. They are different.
And a lot of multimeters do a darned poor job of measuring RMS for
anything other than a continuously recurring sinusoidal waveform. You could have the statistical RMS error of a cluster
of P-P readings
performed by a monkey, I suppose. :)
