That's on the
outside of your network, and yes, the ISP has to provide it and yes they
will charge you a bunch of money for it. I used to have one, for many
years, until they proposed raising the rate beyond what I found reasonable.
I pay less than $3/mo/addr for my block of addresses. It's not
really that bad anymore.
