The 7406 is a TTL chip, specificially it's a hex open-collector inverter
(meaning it contains 6 indentical gates, each is a NOT gate, but the
output is either '0' or 'flotating', not '0' or '1').
It can be used as a Unibus driver chip (as can most TTL open-collector
gates). I've certainly used the 7438 (quad 2 input open-collector NAND
gate) to drive Unibus lines.
