Yes, that was what immediately sprang to mind, although I'm sure there are
others (Toby's mention of the IMPs is an interesting one).
I'm not sure what the timeline is like for the Cisco equipment though; I
didn't really play with any of that until quite late in the game (latter
half of the '90s).
Of course my guess is that the OP wanted a general-purpose computer running
a non-specialised OS which came with its own TCP/IP stack built-in rather
than as an add-on (and possibly with a suite of programs to actually make
use of Internet connectivity), but "firsts" discussions always end up with
a bunch of diverse answers! :-)
