(all the same drive?)
If you have 2 public disks RSTS is kind enough to share the load and
spread new files among them.
That was one of first "gotchas" RSTS had for me.
From then on, I didn't mount any other drives as PUBLIC.

That did it... I specifically edited the tty.cmd on sy0: and then
rebooted... it works!
