You know, when desoldering a chip such as a 40-pin DIP like the 6545,
I've never gotten the chip body anywhere near being too hot to touch.
As a matter of fact, I'd worry that the water would conduct too much
heat away from the chip to allow the PCB solder to melt quickly.
I've always found that if the board isn't important but the chip is, a
quick blast with the hot-air paint stripper will desolder it quite well.
Often you can just pull the chip out with your fingers, because it stays
fairly cool. If it really doesn't want to come out, tap it on a piece
of wood and it will drop out.
