More precisely, what they'll do is charge rates as though all motorcyclists fail
to wear the headgear, then refuse to pay if someone who claimed he wears one
doesn't happen to have it on when they dump their brain out on the sidewalk.

I doubt the insurance companies are that stupid! Don't you think
that when someone that has never had motorcyle insurance suddenly comes in
to buy it that they will know what's going on? I expect they price ALL
cycle insurnace on the assumption that the rider isn't going to wear a helmet.
