No, you misunderstood me - These are two lists of subscribers -
It affects SENDING only. There would be only one recieve list.
Basically, when the list software gets a message from someone, it does this:
If the sender is on the moderated-senders-list, the message goes to a moderator.
If not, it goes straight to the list.
