It's called a "rough cut" 2x4 and is actually 2x4 inches, albeit with
a finish that will tear your hands up in nothing flat. The reduced
dimensions result from planing to size (called S4S for "surfaced 4
sides". I often buy S2S hardwood lumber for projects because it's
cheaper than S4S and I own a planer.
But since current practice seems to be framing with "green" studs
(not kiln-dried), it's hard to say exactly *what* the final
dimensions will be.
