The DSL "modem" really is a modem. In fact, it has a considerably more
sophisticated modulator and demodulator than any other modem you're likely to
have had experience with.
By comparison, 56K modems (when operating in PCM mode) are much less like
traditional modems than the DSL modem is.
Of course, there's also a router or bridge in most of the DSL modems.
