What would be neat (for me anyway) is a remote desktop client that I could
run on a Windows box that would allow me access to the native MacOS
desktop (and the XCode IDE from there)...

Apple Remote desktop is VNC compatible, you can connect to a mac that you
have enabled remote desktop on with a windows or unix or ... VNC client.
