In 1979, most small HPs used either BASIC or HPL, and your code fragment
looks like neither. And the instrucuiton set doesn't look like any HP
procesor I've ever seen.
Could it be a custom Farichild processor?

Stating the obvious by this point perhaps, but
considering the
function and the "IEEE_SEND", I would suspect some HP computer being
used as an HPIB/IEEE-bus instrument controller.
It doesn't correspond to anything that I can identify, including a
PDP11. I'm hoping that some HP aficionado will save me the time of
plowing through a bunch of HP reference manuals trying to identify
this thing.
