It takes a little more bother, but it is entirely feasible to
quote-trim and inline-post with gmail. So, I'm sorry, but "blame
Google" here reads as "I'm too lazy to bother with politeness".
You're right, it is -- *on the desktop version*.
It's extremely fiddly and slow on the phone version, which JPW said he
was using, it's *extremely* labour-intensive. Particularly on crappy
modern phones with no text-entry or text-editing hardware.
