I don't think that was at all unusual. When I did the mono terminal
for Fortune, they requested the feature so they could do QA on the
terminal without opening it up. Wrote a bunch of diagnostics that
were downloaded as part of the manufacturing process. Basically, an
Intel hex binary file with each record prefixed by an (undocumented)
escape sequence.
Yep, Tandberg TDV-2100 and TDV-2200 terminals did this, also. Never got
the diags to work, though, for some reason.
