Surprisingly, NO.
I was not implying that your definition was WRONG - your definition and
mine are pretty close. I was merely pointing out that unless we define
the term, then our definitions are no more defensible than, "a device that
connects me to eBay and Facebook"!
Are non-programmable "netbook"s available yet? The general public would
still call those computers, even more so than a 360 ("It doesn't even
have a screen or internet!")
It would not surprise me if Steve Jobs were to release a machine that can
not be programmed by anybody but HIS staff.
