That sounds like the sort of drive that I commonly saw in early Mac
and Amiga external drive enclosures (along with an ACB4000 and the
like), if one is of a mind to (re-)experience 65ms-access-time
compiles and loads.
The NIB is a bit interesting - it must have been sitting on a dusty
shelf for a long time.
