For the kind of things that PC-DOS 1.0 did, 1 Hz would have probably been
just fine.
At any rate, there's nothing to prevent you from increasing the interrupt
frequency and dividing down to 18.2 Hz using software and issuing int 0x1c
yourself. Many packages did this under DOS when a finer timer resolution
was needed.
