I'm not clear that periodically powering things on does anything
special. If it perchance does, once every 20 years should do. All I
need for that is for someone to devise a way to activate power from
within an urn of ashes.
I'll grant that reforming was a big issue in the case of older wet
electrolytics, but drying out of the electrolyte in my experience has
been more of a problem. I have a few older Boschert switchers from the
70s; many of the electrolytics are little more than empty cans by now.
Shrug. You replace what you can. Some of the Mallory "extended life"
caps (IIRC--I don't remember the exact term) are the worst offenders.
