That's certainly a valid point, since there are a couple or three
public-domain table-driven versions for the PC out there.

Well, you CAN design in a core for which
you've already got an assembler.
Also, if you use a table driven assembler, it takes all of about 20
minutes to generate a table for a totally new architecture...
